President Obama has appointed Navy Secretary Ray Mabus to develop a Gulf Coast Recovery plan. Five years after Hurricanes Katrina and Rita hit the region, over 100 groups at the forefront of Gulf Coast recovery have released a blueprint for the long term recovery from Katrina, Rita, and the BP oil spill, based in community-based, democratic, equitable and green solutions to the ongoing crises.
